Koskinen may have set himself up for a contempt charge with Congress; at the very least, he’s going to have to explain how he gave them false information about IRS records last year. The behavior of the IT department, as well a Treasury upper and IT management, regarding how they treated Lerner's email, especially given the existence of the failed archive, is target rich for a government inquiry.
The IRS claim that they didn't have a retention policy on email is complete bull crap. They pay the Treasury to manage their email as a stub off of the Treasury domain and Treasury is required to keep all email, period.
