When Governor Walker took office in 2011, what was the percentage? For that matter, what does the percentage matter? Isn't 5.26% of a much smaller budget better than 4% of an ever increasing budget?

You'll find that conservatives in Washington are quite willing to join Obama in infrastructure spending and to increase the debt to do so. That's what the majority of Obama's almost $1 trillion stimulus package was supposed to do back in 2009 - too bad he didn't use the stimulus package in the manner it was drafted.
Obama was also warned that giving back too much in tax cuts was not a good idea either. His stimulus package was watered down and did not work at all like it should have.

Are you saying he would have broken a law by using revenue to pay for his expenditure(s)? If so, site that law.

How did you arrive at that conclusion? BTW, I've given up on fiscal responsibility from any politician, and all I need to do is look at the national debt clock to know I'm right.

IMO, it's not a good business model to starve off funds to the state's educational infrastructure.

The state had the extra revenue but it was given back only for the governor to borrow money which costs interest. Now people are also going to have to take cuts in necessary social systems (like educational) which is a poor investment for the state.

Nope...Im not saying that. Im saying I dont know what all the laws in Wisconsin are and the ins and outs and what they COULD do with the money. Hell...Im not even a resident of the state. I know what kind of dollars they have and how they can be applied. I understand bond funding and I understand federal funding and that it doesnt all go into one giant budgetary blender. And for all my deficits of knowledge on Wisconsin's laws, unlike you I DO at least know how budgets and deficits work. I understand how government accumulates debt.

Who said they are going to have to take cuts in education spending because of his decision? And since you are obviously concerned about that, how many cuts to education did Wisconsin take BEFORE Walker became Governor?

    BTW...
