Alright, this was unconstitutional... now what? Can we get to the bottom of why a guy dressed in normal clothes can arrest you just by saying he is a cop? If he had punched this guy out, would he have been defending himself or assaulting an officer? Is saying that he's an officer all it takes for someone to simply do as he says?

Badges different? it's a rather irrelevant point though as whatever "badge" it was, if it was there, it only made a milisecond of an appearance at waste level.
Let me ask you honsetly.
Would you tell your wife, daughter, sister, or girlfriend that if a man claiming to be a cop came up to them and claimed to be a cop but wouldn't show them his badge for more than a milisecond on his hip, and wanted to put them in handcuffs, would you tell them to submit or resist, flee?

Honestly the most legit way for an LEO to ID himself isn't with a shiny piece of metal.
Most department's badges aren't customized to that officer. So it could have been stolen.
The BEST way to ID is with their Police Identification Card, which includes Officer's (Badge/Code #), Employee ID, Photograph, Name, Date they Started, etc.
Many departments don't even have numbered badges. Just a piece of metal, no two are different.

You could make a case for loitering, but you're assuming that it was somehow "banned." Even so, usually that can be cleared up by asking people to move along and no arrest.
The judge found that there was no reason to arrest him, which means that in the judge's opinion no law was broken.
