    Like Germany they are quite happy to let the US and other allies produce and maintain the relative international security that enables them to trade and live. Security is, you see, a public good with the well known free rider problem.

    Their constitution (Partially written by your country I might add) precludes them from being able to go on foreign adventures unless there is a direct attack upon their country.

    This could change if the current government gets its way but even then, such a move would be very controversial with the Japanese public.

    The 600 some change Japanese Soldiers sent into Iraq under the Koizumi administration was controversial enough.

    They were, but we blew the oppurtunity to destroy them while they were out in the open. ISIS is 30,000 strong, so they can't be all that inconcentrated.

    We need to wipe out Isis then pursue any who got away and jail them alongside all the dhimmis who support them

    The problem is the same in Germany. What is interesting is that this situation has practically prevented any reasonable discussion of international security, as the whole aspect of enforcement is shrouded and incomplete. This is especially the case, because the lack of participation in, what is essentially a public good that enables the society's very survival depends on that exceedingly expensive good being produced. A whole mythology has grown around non-participation to justify it. The pressure on Germany by its European allies has been growing and the German government has been alert to the consequential implications. It knows that it will have to switch out of its free ridding strategy and start to shoulder responsibility and develop military capabilities. But even getting 10.000 troops on the ground is giving it enormous problems let alone building even a strategy for peace keeping ie police action abroad.
