Targetting them after the fact has no connection to why they did it.
Wipe them out and them wipe out who takes their place.
Sooner or later those people will not want to die for nothing.
I do. I believe that one of the ways you make the world less-bad is that you ensure that activities like this come with overpoweringly negative consequences. One of the ways that you do that is that you take their desired endpoints and you absolutely crush them.
For example, if someone kills children in Pakistan because they are angry that Pakistan is sending a military sweep through the North - well, how can we support the Pakistani's continuing or expanding operations in the north? Can we bump the people associated with this cell to the top of the kill list to make sure that not only do they and every one of their friends die in explosions, but that everyone who doesn't die gets a real good look at what happens to your 'cause" when you target children?
