    Some mosques in the United States transmit extremist ideas.[4] The North American Islamic Trust (NAIT), a group with ties to the Muslim Brotherhood, "holds titles of approximately 300 properties [mosques and Islamic schools]".[22] The organization's website states: "NAIT does not administer these institutions or interfere in their daily management, but is available to support and advise them regarding their operation in conformity with the Shari'ah."[22] Other research on the Muslim Brotherhood in the United States claims NAIT influences a far larger number of Islamic institutions in the U.S.[3][5][23]

    There is no government policy on the establishment of mosques in the United States and no way to monitor activity.[23] The value placed on religious freedom in the U.S. complicates the situation as mosques are places of worship that may be used to spread extremist ideology.

    Any organization will be named, (which is necessary given human psychology) and that is sufficient. The fact that this organization is religious does not nor should it have bearing. Bad guys are bad guys regardless of motivation.

    You haven't pointed out an actual issue

    Plus that order avoids a number of legal issues that can cause cases to be thrown out of court

    The FBI is perfectly able to investigate and prosecute based on ISIS's official designation as a terrorist group.
