    If the problem were people simply being lazy, there would be no need for these shenanigans. A lazy populace wouldn't read or care about these regulations regardless of when they were released. This administration purposefully releases this information at this time knowing that most people will have a lot of other things on their mind (travel, family, vacation plans, etc.) that will pull their attention away from these releases. He also releases enormous packets of information at the same time, which takes a lot of time for a person to sift through. He could easily release smaller portions of information on a more regular basis, but that doesn't help him hide potentially harmful information. This isn't preying on peoples' laziness, this is playing on peoples' business.

    No that is directly the country being lazy. Why do you think ****ing people dont even vote? Why, because they mainly dont care. We are an incredibly apathetic population.

    When "we" ask governments to fix problems, we forget often that governments will respond by increasing its power.     In the brave new world of the "stupid voter", the maxim "the voter always gets what they deserve" is perfectly true. I don't recall anyone every asking Mr. Obama just what his "comprehensive reform of immigration" would look like, nor has anyone since as he has stumped the country suddenly bleating about how 'they" have prevented him from doing so.

    Both the timing and the volumes are of question. Amid a growing war over illegals he can drop pretty much anything he wants to as he has amid the debates about Obamacare and government shut downs...there is a side benefit to his ego-gratifying wars with Republicans. And, because like the ACA these regulations are voluminous and likely filled with "tortured language" no one but the victims will know anything until some homes have been lost.

    Hey, these tactics have served him for six years now...is there any reason to change now?
