Yes it does. It ignores such things as under-reporting of crimes, which is prevalent in Baltimore, for example. It ignores the impact of welfare, economy, and education. Changing political structures...like in Romania. Changes in funding of police forces and anti-crime programs and gang units. Crime is a multi factor symptom...trying to correlate to a single phenomena is rediculous. Never mind the fact that the methodology was significantly flawed to begin with.
