    Well, he was exiled by the Taliban in 1996, and even Pakistan dumped him in 1994, so it seems rather silly to blame the US.

    So it is safe to say that the US supplied him through ISI during the war in Afghanistan, but the claim that the war in Afghanistan made Hekmatyar is a stretch.

    I have to wonder if you read what you posted there. Mujahideen is a word, like jihad, that has a lot of different meanings. All those who joined in the rebellion in Afghanistan were considered "Mujahideen", but they were not a close knit group.

    The one radical mentioned here who joined the mujahideen ended up exiled from Afghanistan years before the war with the US, so blaming the US for him is a stretch. That is like blaming the Oklahoma City bombing on Operation Desert Storm because Timothy McVeigh participated in both.

    Operation Cyclone was the code name for the United States Central Intelligence Agency program to arm and finance the Afghan mujahideen prior to and during the Soviet war in Afghanistan, 1979 to 1989. The program leaned heavily towards supporting militant Islamic groups that were favored by neighboring Pakistan, rather than other, less ideological Afghan resistance groups......
