    I'm talking about when the next Republican President declares that "this issue is too urgent" and "if Congress will not act" then "he has a pen and a phone" and decides to get rid of the capital gains tax, haymarket Not that he's actually getting rid of it, mind you.... just.... you know.... exercising "prosecutorial discretion" .
