If there's a legitimate reason for officers to give a lawful order for people to leave an area due to imminent danger or if they are interfering with a police investigation, the people have to do so. To not do so, is a misdemeanor in most states that I know of. The cops have the right to put you under arrest for not complying. However, the fine line there is that it has to be a lawful order based on imminent danger or interference with a police investigation. Sounds to me that this may be what happened here - based on your statement.
People are too quick to blame the cops in situations like this. I heard about the suit, but not what it was about. Just that some of the people in Ferguson were suing the police.
Violations of civil and constitutional rights, that's what the lawsuit is basically about, along with brutality, false imprisonment, I can think of more, but it's too early.
