    If we're talking about policies that drive corporations overseas, yes. Taxes aren't the only one, whether or not its the most important one to you.

    Well, Corporations and Businesses seem to be moving out of High tax States and into lower tax States.

    AND moving out if the US entirely.

    So it would seem tax rates are primarily responsible for their decision to vacate.

    To be fair, labor laws are also a large incentive for relocation as well as energy costs. There are a multitude of reasons but taxation is a major issue that jurisdictions can readily use to attract business.
