I would argue the officer did not even know the last shot would be fatal, or that it would enter the skull. I imagine if the attacker was beginning to fall forward, continued shots at center mass explains the fatal wound.
The question is not should he or should he not have shot one less bullet.
The question is was he justified in using lethal force against a perceived threat.
As I said earlier, I will not make that judgement for myself until all the facts are out.
