    I've always figured that the 'cartels' that matter wanting to keep it illegal are the alcohol companies, drug companies, prison industry, many police agencies that get major drug funding, and more, wearing nice suits and representing shareholders or public employees.

    That's how I read your point, actually.

    The availability and number of users has continued to grow despite prohibition.
    No one is for intoxicated driving.

    But the facts are that pot prohibition has a huge price tag but infinitesimal returns.
    I may be wrong.

    OK Maggie, now I get your point.

    I doubt that those cartels actually have somebody actively lobbying, unless you're talking about the other drug cartels, what some call Big Pharma.
