    Omitting information from public record because it's evidence of illegal activity is obstruction. Hell, Nixon lost 18 minutes of audio tape and had to resign. Lerner lost years worth of emails and retired with full benefits.

    I think it's prudent advise, you don't want the staff to include confidential information.

    In the context of the OP it's at least a violation of federal guidelines and, depending on matters of fact in specific cases, could be criminal.

    It wouldn't be if it is how you characterize it, but she said it was specifically so Congress cannot get information.

    Do you not see that as obstruction?
