    That actually depends on the government rules. Most states and even the US government require at least a certain amount of the face/head to be uncovered for an ID photo to be taken. That means no full-face coverings for most agencies/states, but certain agencies/states make exceptions for hair coverings and there might be a few that allow full burqas. Not sure if any states actually allow full face covering burqas to be worn for a license or ID card photo. Pretty sure most require all head or face coverings (referring to cloth coverings) be removed for a photo. This has very rarely, if ever been applied to face makeup in the manner that people wear makeup on a day to day basis, particularly women.

    It has come up before in Florida (at least) and the woman had her license revoked when she refused to retake her ID photo without the hijab on. She lost at least the first case in court.

    I believe the normal procedure is to simply have the photo taken in a different room, where only a female employee can see the woman's face. If an officer were to arrest a woman wearing a hijab/burqa/veil then she would still be eventually expected to show her face, even if it is only to a female officer.
