“Two of the safest cities in America are on the border with Mexico. Of course, the reason is we’ve proved that communism works. If you give everybody a good government job, there is no crime,” Garcia said.



Does he hang out with the other Dem who thinks Guam is about to capsize?
 
So give everyone Good Government jobs, do away with private property rights and the concept of private ownership and rely on Central planning and a demand economy to keep it all afloat.

He's making a joke, or at least trying to, thats why he laughs and said "obviously thats not what we should be doing" right after saying that.

Also he didn't "eat" his ear wax, he picked something out from under his nails with his teeth something everyone has done.
 
I wonder where he gets his numbers in the first place.
