It's the military. Firing people didn't fix the problem when three generals were forced to resign back in 2007 over the Walter Reed Hospital Scandal. Demanding resignations doesn't fix the problem because it's inbred in the culture.
The other problem with demanding resignations is that people can learn from their mistakes and are less likely to make the same mistakes again, as opposed to bringing in someone new and having the same mistakes made as under previous leadership.....which appears to be the case here.
These were not mistakes. This was a concerted effort of subterfuge for $$. I'm not talking about demanding resignations. I'm talking about serving walking papers.
