    His suggestion was deplorable, because he was not innocently "wondering" about the issue, but almost certainly floating a preemptive trial balloon for political purposes. Hillary Clinton is one of the most visible public figures, not just nationally, but worldwide. The news coverage (radio, tv, print, online) about her diagnosis, use of glasses, and subsequent recovery was so intensive that no person who even slightly follows the news could have missed them. Given the nature of political analysts' work in following current and prospective candidates and analyzing their backgrounds, experiences, etc., there is virtually no prospect that Rove was in a unique vacuum from which he was sealed off from people and information so as to have been unaware that Clinton did not suffer a traumatic brain injury and had completely recovered since that time.

    The setting itself is wholly irrelevant to the nature of his implication.

    Ronald Reagan, Bob Dole and John McCain all had to answer questions about age and health issues. It should be no different for Hillary Clinton.

    Addressing health and age issues is fair game. Implying a traumatic brain injury when the saturation news coverage provided all the information related to her fall, blood clot, and subsequent complete recovery is entirely different.

    An 'implication' can often be in the mind of the listener.

    Rove was in fair territory when he raised the question of her health well before the primaries began. Had he or someone else done it later it would have then been more political than it is now. Early on, and well before the election campaigns begin in earnest, Democrats have the opportunity to ask themselves the same questions regarding her health and whether it might become an election issue.
