    If anything, it would only have been a conscious decision to not make a decision about something, which led to nothing being done to avoid or stop the event which then transpired.

    At worst.

    Well, no, I suppose worst would be that Obama wanted his own ambassador dead and let it happen, but that's conspiracy theory territory.
