Not according to live news reports on television this morning. The gubmint, it was said, will oversee BP's self policing, bad policy.
I doubt the report said that or they're just flat out incorrect. The article you linked said that the US Coast Guard and EPA will oversee the cleanup, which is what they typically do for an oil spill.
BP would have a oil spill response organization on retainer. They're the responsible party, they pay for the clean up. The government monitors the clean up and ensures its complete. This is standard for any oil spill.
