Crimea’s regional parliament voted Thursday to secede from Ukraineand join the Russian Federation. Residents of the Black Sea region, whereethnic Russians form a majority of the population, will either ratify or rejectthe proposal March 16.

Obama doesn't really give a rat's ass and the 'sanctions' are nothing but petty threats. As long as he put up a good front, his minions will be pleased.
 
I think it's okay for Obama to be threatening sanctions, but to actually do them is way premature. Additionally aid to Ukraine is premature. Lastly, if Crimea wants to return to Russia, then I think they should be. Seems they were given to Ukraine under less than democratic means. If a fair election deems it the desires of the populace then it should be so.
