    Simply untrue. Bill Clinton made regime change in Iraq a US policy, and it was well known how savagely Saddam treated his people, he let them starve and die of disease while using the money earmarked from limited oil sales to build palaces.     A description on a website falls far short of an actual agreed declaration or manifesto that would be in place to guide a post-Assad government.
