North Korea leaves it's neighbors in the dust when it comes to energy efficiency and also international stealth. The astronauts had trouble finding N.Korea's coastlines. This does bode well for the N.Koreans if military hostilities ever breakout. That country is using power very efficiently.

Joke aside, few things are a more efficient use of energy than light at night. It's a productivity multiplier.

Since I think most military missions these days are by coordinates, it's not the same visual issue it used to be.

Using power efficiently or their infrastructure is just crappy?

Power shedding at night time when most people are sleeping is a common practice in third world countries.
