    The purpose of war is never killing. War is using controlled violence to achieve an objective. Usually Freedom or forcing someone to act the way you want them to. Had the French at that time been knowledgeable in the conduct of war and were controlled and disciplined, many of the atrocities would not of occurred. But then again, maybe they would because they had a different concept of the conduct of war at that time.

    I don't think that this is the correct metric. Look at what MLK, Jr. accomplished in his life. James Earl Ray assassinated him. What more could King have accomplished if he had lived? Does the fact that there were no follow-on assassinations indicate that Ray wasn't effective in stopping the work of King? What would have happened if instead of one man, Ray, like Brevik, had assassinated the top 100 leaders of the Civil Rights movement? Would that have been effective in achieving their goal or not? How much has history been changed by individuals like King or Gandhi? Were these men just cogs, were there ready substitutes for these men? Is Jesse Jackson a perfect substitute for King?

    Depends on the nature of charter school and the tuition system. If tuition is generally fixed at all the charter schools, then yes income would not matter, but if they are private schools with the ability to charge what tuition what ever they choose, then income would of course matter.

    Now one of the risks with charter schools and the voucher system if it became the norm rather then just an option could be cash back to the parents. The charter school gives cash back to the parents when the child is enrolled, using very little money to educate the child, and allowing the parent to use the money on a vacation or new iphone
