If the facts confirm the allegations following the investigation, I believe the firefighters responsible should be fired and barred for life from working for the District of Columbia. There is no reasonable basis for their failure to respond to a life-and-death situation. Moreover, municipalities do not prohibit staff from responding immediately to emergencies such as the one in question.

Well, from the article the guy just standing there was a new probie who didn't know yet what to do, so he did ask the senior person. And let's remind that not every firefighter is an EMT, it's not the same job. The senior people, with the training, should have dispatched themselves.
