    Of course a lot of criminals being arrested complain the cuffs are too tight or they are having problem breathing. As a professional you are also responsible for that criminal's well being even though he may repulse you. He has to make the decision if the complaint is valid. Well obviously in this situation his complaint was real wasn't it?

    The victim has a history of mental problems and the bully tone of the first officer set this farce off.

    Maybe the whole dept needs to be evaluated as this group appear to have lack of proper restraint training and the first officer looks as if he couldn't run a block without having a heart attack. Do they not have required physical fittness levels in this town?
