    Incorrect. Bush bottomed out at 25-27%, depending on which poll you use, but that was later in his presidency.

    consider the several billion-dollar smear machines running 24/7..

    What does it say for the GOP to be vested in failure, the failure of the ACA law ?

    Actually it is Barrack Obama who is most supporting this failure. In fact the Democrats passed this Bill before they even knew what was in it.

    Do you find that to be irresponsible?

    I don't, since it's VERY hard to crack 30%. That's essentially the base. Bush jumped back up above 30 before his tenure ended.
