It appears you've taken classes at OCS with this sentence..
In my field, these are adminis words, such as "It is was it is".
They get a Master's Degree in Admin. for that one .

One could also view it as fatalistic. What was, was. What is, is and what will be, will be. Or one can accept what was as being behind you. It is done and over with, nothing done today or in the future can change the past. Hence What was, was. It is no more. What is, is - actions of the past has caused things to be as the are today, the is, is. But what we do today or not will cause the what will be. To do nothing will cause what is to be what will be and to do something or at least try will also cause what will be to be. The wheel of time continues to spin or is time linear? I prefer the wheel.

Here is an article from the New York Times reference the senate and how my most disliked Senator Reid nuclear option probably has doomed an future bills from being passed except perhaps only the major mandatory ones.
