Then the link to the actual list is here:

Hmmmm....something sorta interesting about the top of the list...

Quite frequently those countries make "top of the list" in numerous categories.

They also tend to inspire some very unattractive, accusatory taunts from many highly conservative types....
    Interpret corrupt?

I disagree that it has anything to do with perception, only an insane person would claim that North Korea is not that much more corrupt then Denmark if they would just have a better PR department or that it was just down to perception.
I am with Jake Tapper, you have to be a jerk or an idiot to refer to John McCain as "Songbird John"!!!!!!

Corruption can be many different things, manifested in many different ways.

Let me be more specific. When I was a kid in the 60's, and gramps posted me outside a polling station in coal country West Virginia, giving out a bottle of Jim Beam or a crisp 20 so long as you voted straight ticket Democratic, was that corrupt?

Little help here, because I have been a lot of places much worse than that, including where they sell their daughters.

The articles headline stated it was which country is perceived to be the most corrupt.

My first thought was Mexico. Corruption in Mexico is just standard business operating procedure. It being the norm there, is it still considered corruption or just standard business practice?
