The analogy is not apt. Saying one shouldn't throw stones if you live in a glass house is supposed to be a way of expressing that you yourself have similar problems to the person you are criticizing. No reasonable person would claim the United States has a sinister record on women or childrens rights.
Well... one could also claim that allowing religious groups to hide behind religious freedom and continue to abuse children on an industrial scale is sinister. As for women's rights, the fact that some states are putting women on trial for murder because they aborted their baby due to "abuse" of some kind.. is just as sinister. Or having a history of executing children. Like it or not the US is far from perfect, and while it is better than many of the countries that opposed this, it should not be flaunting its superiority on the subject till it fixes some issues in its own house.. which includes ratification of this and similar conventions.
That treaty ratification has been held up because of American political inertia is distinct from how it actually conducts itself on these issues. It is perfectly legitimate and laudable for the United States to join in international criticism of countries who sanction, protect, or excuse the kind of behavior expressed in the OP's article.
Is it now? The fact that you dont ratify treaties you sign shows a clear disdain for the content of that treaty..
