You shouldn't be using insurance for check ups and preventative services at all in the first place. You should be paying cash out of pocket for that.
Insurance companies found that by providing check ups and preventative services at a reduced price or for free, they encourage the people on the policy to use those services. Those services promote better health which costs less for the insurance companies then the not having those benefits. Without those benefits in the plan, people wait until it is too late and the care is more expensive then the preventative measures that would have provided early detection or avoidance of the disease all together.
