    Yes, distinguishing between civilians and terrorists is important, perhaps that should be done before a drone attack is launched.

    Before Obama's drone strikes it used to be bombing with Cruise missiles of whole villages in order to eliminate one bad guy in the midst of a hundred or more civilians. Now it's bombing one bad guy where two or three civilians 'may' be close enough to be killed too.

    Neither being excusable of course but the rabid right haters and racists would never be capable of admitting the obvious difference!

    I don't know if Bush2 used drones to the extent Obama is using them. Or more accurately probably, is that there is little difference in how either of them used drones. That's probably because of once again the racist hate for Obama while Bush2 using drones was either mostly ignored or even applauded by some.

    So what's the difference other than many American haters and racists now have a black president to hate?

    Are the racists ever embarrassed over being told the obvious?

    I don't see this as a partisan issue. During the drone strike era we have had a President from each party. We have support for the program from Democrats and Republican alike. Eventually one party may decide that drone strikes need to be drastically curtailed. Then it will become a partisan issue. Right now though, I think most Americans, regardless of party preference, support the program.

This is when the CIA or the military makes the decision to fire based not on who the targets are but on whether they are exhibiting suspicious patterns of behavior thought to be "signatures" of terrorists (as seen on video from the drone). Given that the CIA is killing people it's never identified based on their behavior, one would assume a certain rigor has gone into defining the criteria for the kinds of behavior that get one killed
