    Yes, there have been proposals. There have also been proposals to do lots of things that never gain any traction as well.

    They are clarified, however, lawmakers can choose what they want to try and implement ANY time. If Obamacare is a total flop, they still can state proposals for this to happen.

    The point being is that it isn't in effect, nor have there been any proposals that have gained traction.

    According to the link I posted, there were proposals. But like any proposals if they don't gain traction, they are really nothing. I remember the GOP had a proposal (i.e. one person) to impeach Obama. It never gained any traction, but it was a proposal.

    Another point is that it is a work in progress where no one is sure what is happening. Some buy into it because philosophically they like the idea of a government running the economy. Others have to be assured that what they are forced to buy is actually a good deal for them and their families.

    It doesn't seem to me that this legislation should proceed, as it began, as an article of faith.

    In that I agree. There have been too many issues, too many questions, and the fact that parts of it are delayed for some, but not others is proof it's not ready. Also, I don't think congress or the president should be able to make laws that only apply to others and not them (or whom they deem exempt) when it's supposed to be for everyone.
