Actually, the bank thing depends on whether you contacted them about the error. If you tell the bank that they made an error and you can prove that they said that it wasn't in error, you aren't "on the hook".

In some rare cases, banks and other organizations involved in the account credit mistake insist that your account is fine. To be safe, it's best to get something in writing to this effect and to note the discrepancy you believe exists. If the institutions continue to state that everything is in order, you may be able to keep the funds. Ethically, even if this happens, it is still is your responsibility to make a good-faith effort to find out who really owns the funds.

WalMart is going to end up taking the hit on this because they will only be reimbursed whatever the cardholder's limit was.
The way I read the article it wasn't even someone at the store that made the decision. It sounds like the store management kicked it up to Bentonville and corporate made the decision.

Personally, I think they made the right decision.

Walmart's business model is contingent on moving volume to the low-income and lower-middle-income demographic.

It's bad business for Walmart to piss off poor people.

So rather than sending the message that "poor people are largely dishonest and we just can't trust them" Walmart, knowing that that was true, decided to take the beating.

Walmart made $16B last year and they're on track to repeat that performance this year.

The cost of absorbing this thievery was probably the lesser between biting that bullet and taking a position that the media would have spun into some 1%-er bull****.

Either give a couple hundred "customers" a grocery cart full of food or be dragged through the mud in the press and on social media for actually enforcing the idea that Walmart owns their inventory until a paying customer can demonstrate that he or she actually has the funds necessary to make a purchase.

That's exactly what the grocery store I work at did. There were no problems whatsoever.

The first one. The store was supposed to do the first one.

But neither are the people who went nuts purchasing stuff. They, also, know that EBT has limits. But they abused Wal-Mart's mistake anyway.

Oddly, this has reminded me that I passed a large pickup apparently belonging to Halliburton (or so the decals on the doors and tailgate said) on the way to work today. Not sure why it reminded me.
This is also true. Both Wal-Mart and their customers took the greedy route.

In an odd coincidence, the previous shift at the data center where I work apparently received a call regarding this issue.

Apparently someone was trying to contact whoever was working on it, or something.

If they actually do bite the bullet on this, then my opinion of WalMart would certainly moderate. I doubt they will though, I bet they push it onto the individuals and then it will simply depend if the state decides to absorb it instead, pushing the costs to the taxpayers. I don't see WalMart stepping up willingly.

Xerox should have to pay for this, their screw up. And every person that went on their shopping spree should be charged with EBT fraud.
