    I am amazed that anyone is surprised by this! Of course it is a God given right for those addicted to their entitlements to take whatever they can. It is tantamount to looting and should be prosecuted as such. Wal-Mart execs included. A sad commentary to what our society has let happen.

    what makes you think walmart wasn't simply comfortable with the abuse because they were unlikely to foot the bill? Seriously, why do you think they would care about the average tax payer, or that they wouldn't stop this if it was seen as having a negative effect on their profits?
