Ted Cruz launches faux filibuster as Senate readies spending bill vote

Then there's Head Start. The sequester hit the Los Angeles County Office of Education, which oversees Head Start programs for 18,000 pre-schoolers, on July 1, forcing it to cut 900 slots for 3-year-olds who otherwise would be getting their first preparation for kindergarten.

But Head Start is more than an early education program — it's the hub of a social welfare structure that includes family outreach.

When the program is properly funded and operated, its teachers and social workers known as family advocates look out for family problems that demand help, such as unemployment, alcoholism and mental illness. Director Keesha Woods says that budget cuts mean family advocates' caseload may double to 150 — and obviously that's not counting the families that won't be covered at all because their children didn't get slotted in.

"When we start removing the ladders that allow families to climb out of poverty," Woods said, "then we are allowing the system to be perpetuated."

The other hole being torn in the safety net for vulnerable families is unemployment insurance. The sequester is gouging an average 15% out of the weekly checks for unemployed persons nationwide, according to calculations by the National Employment Law Project. The actual amount varies by how long a state waited to implement the cuts (the longer it held off, the deeper the cut) and how it has applied the reductions. The average cut is $43 a week to the national average benefit of $289."That's a bag of groceries," said Maurice Emsallem, the project's Oakland-based policy co-director.

In California, which has more people on unemployment than any other state, the reduction of 17.7% is applied to new applicants and those moving to the next tier of coverage — for example, moving from the first 10 weeks of benefits to the next 13 weeks. The reduction to the average weekly benefit of $303 comes to $54. If the sequester continues to the end of the year, the cuts will hit more than 500,000 people.

To any sensible person, all this would point to a serious social crisis, concentrated among the nation's most vulnerable populations — and that's not even counting the cuts documented across the country to Meals on Wheels, literacy education and federally funded scientific research.

So what was Congress up to in the weeks before it went on vacation? The House passed a dead-on-arrival measure repealing the Affordable Care Act (which of course benefits lower-income Americans) for the 40th time. The lawmakers debated a bill, introduced by the majestically useless Rep. Darrell Issa (R-Vista), to name all coastal waters out to the U.S. 200-mile jurisdictional limit after Ronald Reagan.

All the rest has been gridlock, grandstanding and gutter politics. There's some debate over whether this Congress has been the worst in history or merely one of the bottom two, but either way it's bad enough. For this they deserve a vacation that the average European would envy?

Yes. We have a process in which each department head can request specific funds for specific purposes, and have Congress review those requests. It's called making a budget. Sequestration happened because Congress was unable to do this.

And that was resolved rather quickly, wasn't it?

No. The FAA had been warning Congress about this since the sequester was first proposed. Before it even passed, they knew this was coming. It was "resolved quickly" the second Congress became personally inconvenienced by the flight delays. The rest of us in the aviation industry were already suffering the consequences, and still are.

Get over it. If the department heads believed these programs were a priority, they would find the funding to continue them. Head Start is little more than a daycare program...

It was "resolved quickly" the second Congress became personally inconvenienced by the flight delays. The rest of us in the aviation industry were already suffering the consequences, and still are.

Can you name an instance where a department was denied flexibility to shift funds?
 
Cruz is auditioning for his future job as the Republican Presidential nominee. He figures there are enough stupid people in his party to not understand how stupid and pointless this fake 'filibuster' is because they don't understand that he has no power to stop a vote.

If he actually gets the nomination, it will be a clear signal that the GOP is a permanent rump party. That's what's pissing off all the establishment guys.

If it's so damaging to Cruz and the Republicans then let them defund it. Let Obama and Reid choose to shut the Government down, expect the Government doesn't actually shut down. That premise is a laughable scare tactic just like the phony sequester nonsense.

It's just as much Boehner's and McConnell's as it is Obama's.



He is following the rules of the Senate.

Boehner and McConnell went along with Obamas sequester idea, much to their advantage. Don't blame them for Obama being in way over his head.

Reid is following the rules as long as Cruz is talking.

Except that Cruz' filibuster, which technically was not a filibuster (confused yet? - LOL), lasted a little over an hour. What the hell was that? Was THAT the amount of time he was able to stand on his feet? Jesus!! I know people who stood in line for hours just to get an iPhone. Cruz - You are a *****. LOL.

Um, basically all of them, by act of passing the sequestration. How many times was this flexibility granted? How many times do you think Democrats and Republicans got together to agree on spending measures of this nature?

Name calling is not a suitable substitute for lack of substance

Obamacrap is a fail bill. Anyone who supports it, especially with toddler name calling buffoonery, is a clown that nobody should take seriously.

The database this bill is going to create is not a joke. The assault on our liberties and rights to privacy/property are directly under assault. We know Obama cult clones don't care about any of that. The only thing that motivates them is this utopian delusion that Obama is still some kind of Hope and Change messiah when in reality he's a Chicago thug used car salesmen. He didn't hire 20K more IRS agents to give you A+ customer service. The only type of service the NSA and IRS give is gestapo service. Just ask your fellow Americans who were targeted, intimidated and harassed by direct order of Lois Lerner (who admitted she was purposely targeting the Tea Party on tape).

Obama is going to hire a massive gang of Lois Lerners to run Obamacare. The one thing I will take some consolation in is knowing that all of you Obama supporters are going to be negatively affected too. I would say the same for Obama's cronies but he gave them an exemption from his wonderful hopey changey touchy feely altruistic HC law! Go figure!
