No, they're never a qualified minority.....
Qualified minorities are hired regardless because -- they're QUALIFIED....
"minority quotas" are higher than minority representation, which is one of the reasons why our economy is ****...... Businesses on government contract would love to hire but they need the correct racial makeup so they're prevented from hiring white males who want to work because it would disrupt the "racial makeup" -- meanwhile you have minorities more than content with their taxpayer subsidized lifestyle.........
