US and Russia agree Syria chemical weapons deal in Geneva

Never said that, but their mandate would most probably be different and limited - they would not come to investigate in search of various kinds of WMDs, but to monitor and inspect the already listed and presented chemical storage sites.

Let me give you some insight as to how this is done. I had friends that worked with the OSCE during 1998 in Dardania (see signature). The cooperation between the foreign observers and government may be unfavorable at some instances and more favorable at others.

But, among the OSCE members, there was always 1 guys missing! That day one would not join the group. The missing also always changed so as not to draw suspicion. One day a guy from one group was missing the next day he/she was back but another guy would be missing. Upon question they would state trivial causes: Working some back home, sleeping, he will be back tomorrow, etc.

So if you think that the crew will go through an entirely scheduled procedure from Syria then you are wrong. Some who may be missing might go and take data their own way. Not to mention that some may be spies to begin with :) .

Now this is what we know as civilians. Who knows how much more there may be to it!
 
Which Kerry better not commit us to that action. Plus no one is going to just accept Russia's word they on they will do it.

I think Russian counter intelligence may be drawn in the matter. They would be assigned the role of making harder to spot other WMD's in Syria (if there are others).

Moreover, there would be of-course spies and there would be other people working on the subject of WMDs in Syria, as there are today.
However, again it has nothing to do with what these investigators would be able to uncover under the guidelines of their mandate - that would probably be to monitor and assess the declared Syrian chemical sites.

PS. You give too much credit to the capabilities of the various intelligence departments, including CIA.

PPS. What makes you think there are other WMDs in Syria - i.e biological, nuclear?

Countries change, the methods adapt, but I think the intent is always the same - Liberation.

Moreover, there would be of-course spies and there would be other people working on the subject of WMDs in Syria, as there are today.

Well I can't see the Arab League going in.....nor any just taking the Russians word. Which that leaves NATO. Now count the US out.

That leaves the French who wanted to go and Punish Assad. Any other EU backers was in name only and didn't want to strike. So Italy, Germany, the Brits and no others that wanted boots on the ground will go.

Here's what it took to produce Saturday's U.S.-Russian deal on Syria's chemical weapons: three days of intense, tough, round-the-clock negotiating spurred by an abrupt U.S. policy change based on a surprise Russian proposal, according to American officials involved in the talks.

That gave U.S. and Russian officials only 24 hours to organize and prepare for the meetings at the same luxury hotel in Geneva where the much-maligned "reset" in relations between Washington and Moscow was inaugurated to great fanfare in 2009.

The 29-member American delegation, led by Secretary of State John Kerry, arrived at the Intercontinental Hotel Geneve at midday Thursday after a turbulent, eight-hour overnight flight from Washington.

The U.S. side had no guarantee that the Russians were interested in an enforceable deal or willing to conclude one quickly, the American officials told reporters. The officials spoke on condition of anonymity because they were not authorized to publicly discuss the negotiations.

U.S. and Russian teams had met for a year to discuss the eventual disposition of Syria's chemical weapons arsenal. But those talks had focused on how to deal with the weapons only after Syrian President Bashar Assad's government had been replaced by a transitional government in a political process, the officials said.....snip~
