Sorry DDD, wasn't trying to be argumentative with that. I have no clue how such operations are conducted so I was just suggesting that to gather ALL available physical evidence, interviewing every last eye witness, combing over what the US says they have as evidence, combing over what the Russians say they have as evidence to the contrary, assembling a report and then publishing the report so that when they convene their meeting, it will be available for all members. So, I don't know, how long does all that take, you tell me.
A reasonable goal would be to encourage Assad to agree to a cease fire, and terms that would provide fore enforcement of a cease fire. The FSA has indicated that they will not agree to a ceasefire, without Assad leaving. Perhaps the military strike by Obama, could be conditioned upon the FSA agreeing to a cease fire.
US Intelligence could be used to detect violations of the cease fire.
