    Very simple, I operated by generating results and never making the same mistake over and over again. I never rewarded bad behavior based upon a "feeling" that if I gave someone more money they would change. People don't change who they are and that defines bureaucrats. You ought to try that type of operation.

    I had 1200 employees, offered health care to them all including part timers and got 50% sign up. Young healthy Americans don't feel they need healthcare and who are you to force them to buy it?
