    They are able to break encryption codes, I suppose they could use that technology to enhance intelligence gather overseas as well.

    And if they're using their ability to break encryption codes as a means of gathering intelligence on foreign entities in line with furthering the security and stability of the United Staets and it's interests, I've got little issue with it. External spying isn't generally something I get bothered by regardless of whose doing it; it's something I WANT my government doing
