so is this unemployment formula new or did previous adminstrations use these figures also?

It's been essentially unchanged since the 1940's. Defintions were changed and clarified in 1967, and then big revision in the survey in 1994, but one minor change in definition (concetning people hired but had not started working yet).

The US economy added 162,000 new jobs in July.

This was below economists' expectations of more than 180,000 and the government also cut its previous estimates for hiring in May and June.

Nonetheless, the new jobs helped the unemployment rate to fall to 7.4%.

overall positive for the US economy hopefully this is a sign of recovery worldwide.
Though it is good news to an extent, information like that is always misleading since those that have given up looking for work are no longer counted as unemployed. Underemployment and temporary layoffs are not counted either. But, I certainly hope it is a sign of change.

While this sounds good, many of those jobs have been replaced by low wage ones and part time positions. Not really a good trend.

And why whould they be? How likely are they to get a job? They might start looking again, which is why they're tracked, but someone who has "given up" looking has no more effect on the labor market than anyone else not trying to work.

"underemployed" are, by definition, employed. One cannot be both employed and unemployed. And temporary layoffs are certainly classified as unemployed. And those on temp unemployment do not have to have looked for work. Table A-11. Unemployed persons by reason for unemployment 1.2 million unemployed on temporary layoff.

My point is simply that it is misleading as to the political connotations the unemployment report is used to purport. I am not disputing anything. It wasn't really an opportunity to jump into a debate.

Ah, you do have a point there. It's not that anyone is trying to mislead, but that most people seem ignorant of what the data actually means.
