    Not everything the government does actually has to go through Congress. A lot of people really have no idea just how much is delegated to the Executive branch.

    Oh...I am aware of how much is decided by someone other than the Legislative Branch. I also consider that to be part of our problems.

    And, to your response to wbcoleman...in this case, Congress did nothing to solve this problem...not two years ago when they first knew about it...or now. Again...part of our problems.

    What did Congress do, other than screech? Nothing, unlike with the FAA slowdown, which (let me remind you) affected their constituents.
