The only time I ever had female troop leaders was during the cub scouts. Boy scouts and above were always men, and this seemed a pretty uniform trend in the surrounding area.
Not that I am claiming it doesn't happen, but there seems to be a clear preference for men when approaching adolescence and the teen age years

But there is a huge difference between asshole and horseplay. Scouts should know the difference even if many adults don't...
