It is standard procedure for agency heads to consult with staff before responding to congressional inquiries, but it is unclear how much information Shulman sought.
The IRS has not said when Shulman found out that Tea Party groups were targeted.
Shulman was appointed by President George W. Bush, a Republican. His 6-year term ended in November. President Barack Obama has yet to nominate a successor. The agency is now run by an acting commissioner, Steven Miller.

The IRS also targeted groups critical of the government and those wishing to educate others about the Constitution. This isn't pretty. IRS targeted groups that criticized the government, IG report says

Do I for a moment believe that this was orchestrated by Obama? No, I don't. I suspect he's very pissed off right now.
Do I feel justified in my decision not to vote for him? Yes. He's not a good manager. He's very focused on certain pet projects and he doesn't take the time to make sure his top management people are actually paying some attention to their labyrinthian bureaucracies. This has been his flaw from the beginning. We have Federal agencies running amok and it shows.
It's not a witch-hunt against everybody; it's a witch-hunt against very specific groups.
