An amended version of a bill that would extend new protections to California's homeless population cleared the Assembly Judiciary Committee on Tuesday morning.

Assemblyman Tom Ammiano, D-San Francisco, framed Assembly Bill 5 as an attempt to create a statewide baseline of homeless civil rights, citing a proliferation of municipal ordinances cracking down on behavior like lying or sleeping on the sidewalk as examples of the "criminalization of poor people."

you must compile exact statistics for the presidia to count up---how many loiterings, how many obstructions of the public

It had nothing to do with what he said... It was off topic a personal attack and a strawman to boot. I did not have to do anything. A blind man several hundred feet away could have seen it.

Dude in the OP was lining up with the "**** 'em" attitude towards the poor and homeless. I don't think what I said was that far of a stretch. That being said, believe it or not I pretty much agree with you. Although I'm not familiar enough with the bill to say if it's too much and such. I do at least like the idea that they intend to address the issue rather than sweep them under the rug as society is want to do generally.

I have no doubts of people and business's for that matter are leaving California, that was shown in the 2010 census as for the first time in that states history, California failed to increase their congressional delegation. The census also prophesied that California would start losing electoral votes (read congressmen) beginning in 2010.

Well I was homeless for about a year. I know the problems that they deal with every day, so I know the situation. I just think a bill of rights is, just over the top.

Just compared his ridiculous position he has staked out while at the same time politically standing in a post practically submerged in evangelicals. Alls he had to do was say, "man... I'm not a Christian" and I'd have been completely pwned.

I think setting forth a bill of rights is probably more just a way to stablize the laws so that one county doesn't shove their problem onto the next until that county makes life even ****tier for them and they go to the next county. I think it's a step towards "lets address the problem" rather than just having folks rearrange the chairs on the titanic.

Also... you have an interesting perspective with your past of having been homeless. Any interesting stories about it?

Ambitious plans for a fast track linking Los Angeles and San Francisco at speeds of up to 220mph in just over two-and-a-half hours were slimly approved by 53 per cent in a statewide ballot in 2008. That allowed the state to raise $10 billion from bonds and secured an injection of $3.5 billion in stimulus money from the Obama administration. There is currently no direct train route between the two.

Construction is expected to begin later this year in the middle of California's Central Valley near Merced, a town of 80,000 people known for having one of the highest home foreclosure rates in America.

The plan calls for around 300 miles of track to be laid south from there over the next 10 years to reach the northern outskirts of Los Angeles. A northern link from the Central Valley to San Francisco would not be completed until 2028.

The project is still $54.9 billion short of what is needed, raising fears that the state will be unable to find the funds to finish later sections, and could be left with a futuristic rail line linking minor cities and farming communities.

It was initially projected to cost $45 billion and deliver passengers between the two major cities in a few hours by 2020.

Last autumn the state-run California High-Speed Rail Authority, which is overseeing it, disclosed the cost had more than doubled to $98.5 billion with a finish date of 2033.

After an outcry $30 billion was shaved off that estimate, but only by reducing the speed of the trains and using sections of existing slow track.

I think setting forth a bill of rights is probably more just a way to stablize the laws so that one county doesn't shove their problem onto the next until that county makes life even ****tier for them and they go to the next county. I think it's a step towards "lets address the problem" rather than just having folks rearrange the chairs on the titanic.

Would have been simpler to recognize their rights as an individual and citizen of the US. It is just a bunch of feel good crap that will change nothing.

He, I have quit a few. I was homeless for about a year. Nothing is more brutal than being homeless in Illinois during the winter. Don't really want to share it here. If you are really interested you can PM me and I will tell you the more interesting ones.
 
Why does any group of people need their own special bill of rights? Seriously, "life, liberty, and the pursuit of happiness" when applied equally to everyone pretty much nails it.

I don't think it is a "bill of rights" really, it is just laws that protect homeless people from being harrassed by law enforcement or even scooped up and dropped off in another state just because of their situation of being homeless. I think it's a poor choice of words to call it a "homeless bill of rights" IMO.
 
Think the cities and towns where the lawmakers that vote for this live should designate the easements near their property as a "Homeless Sanctuary Zones." And posts signs that contain this "Bill of Rights."
