...If they are not robbers in human form, the United States and the South Korean puppets will have to correctly interpret the meaning of provocation before anything else and feel ashamed of the brigandish acts they have perpetrated thus far.
It is also another provocation against us that the United States is babbling that we should display our will for denuclearization as a precondition for dialogue.
The denuclearization of the Korean peninsula is our army and people's unswerving will now, as it was in the past.
The joint declaration on denuclearization adopted by the North and the South in the early 1990s of the last century, too, was the nation's common achievement proposed and created from such a will of ours.
However, the United States has dragged nuclear weapons in and around South Korea in collusion with the puppets, has begun to increase the degree of threats and blackmail against us with them, and has reduced such a valuable achievement to naught. Our just self-defensive nuclear armed forces are the very thing which we have come to inevitably equip ourselves with in response to the United States' hostile policy toward the DPRK and nuclear blackmail such as this, which have been on a continuous increase.
Therefore, there would be no more foolish and brigandish argument than telling us belatedly today to show first, our will for denuclearization.
Our nuclear armed forces will remain unshakably controlled by the hands of our army and people as the most powerful means for defending [our] country's sovereignty and supreme interest and for launching a strike of retaliation on the stronghold of aggression targeting our Republic, until the denuclearization of the world -- including the United States -- is realized.
Condemning our ultra hard-line measures as provocation, the United States and the South Korean puppets are now continuously hanging onto the path of daring to slander our supreme dignity and system.
It is the gravest political provocation that can never be forgiven to babble randomly that the just will for confrontation of our army and people -- who are boldly resisting the heinous commotions of isolation and suffocation, and maneuvers for a nuclear war against the DPRK -- is for strengthening the succession system, for status enhancement, and for solidifying an unstable internal system.
This is a mere grumble by ignorant people who have no idea who we are. The United States and the puppets would never be able to imagine with their wicked ulterior motives, how hot are the blissful tears shed by artillery women held in the bosom of the supreme commander, or what is simmering in the hearts of our sentries and people who jumped into the ice-cold sea water and followed [the leader] while shouting hurrah at the top of their lungs.
As long as all kinds of provocation maneuvers against us by the United States and the South Korean puppets continue, the degree of our army and people's political and military hard-line response will incessantly rise higher, day by day.
If the United States and the South Korean puppets have the slightest intent to free themselves from the historical responsibility of having turned the prevailing situation on the Korean peninsula menacing, and to evade the hard blow of our army and people's hard-line counteraction, and if they truly want dialogue and negotiation, they should make the bold decision of taking the following practical measures:
First, they should immediately stop all acts of provocation which they have committed against us, and make a full apology. As the first step, they should take the measure of retracting the UNSC resolutions on sanctions which they cooked up under unreasonable pretexts.
They should bear in mind that doing so would be a token of goodwill toward us.
The South Korean puppets should immediately stop all anti-Republic smear campaigns that they are conducting after fabricating unfortunate incidents at home -- such as the incident of the sinking of the warship Cheonan [Ch'o'nan] and the 20 March hacking attack case -- into acts that involved the North.
Second, they should formally offer an assurance before the world that they will never again persist with nuclear war exercises that threaten or blackmail our Republic.
Dialogue and acts of war are in no way compatible. The more the nuclear war exercises are conducted forcibly, the
further the situation will be aggravated and the road of dialogue will be blocked forever.
Our army and people will not be taken in by the sophism that the nuclear war exercises which are being held right under our noses are annual and defensive military actions to defend the United States and guarantee South Korea's security.
Third, they should make the decision [kyo'ldanhada] to withdraw all means of nuclear war that have been dragged into South Korea and its neighboring region and give up their attempt for redeployment as their immediate duty.
They should correctly know that denuclearization on the Korean peninsula can begin with the withdrawal of means of nuclear war which the United States dragged in, and that this can lead to global denuclearization.
The mistress of Ch'o'ngwadae should not forget that the future path [of South Korea] will be bright if our nuclear [weapons] are regarded as the nation's common property, but that [South Korea] will go to ruin if it remains under the nuclear umbrella of the United States.
The situation on the peninsula is directly linked with peace and security in Northeast Asia and furthermore, the rest of the world. Along with the world's peace-loving people who sympathize with justice and value conscience, our army and people will keenly observe the future moves of the United States and its following forces....
