I just sat thru a class on terrorism last week. The distinction is that the killing was indiscriminate, that's what makes it terrorism. Targeting specific individuals is murder, nonspecific targets makes it terrorism.
A: “There is a difference between public perception and what the professionals think. To me, terrorism has always been about the messaging, and not about the event. A guy blows up his neighbors house; it’s a bombing but it’s not terrorism. The Weathermen blew up a bathroom in the Capitol to send a message that no place was safe and we’re gonna take over the world. That’s terrorism. Tragedy is different than terrorism. A terrifying traffic event is not the same thing as terrorism.”
Q: Is there any difference between a domestic terrorism investigation and one that involves foreign groups?
A: “After 9/11, for domestic terrorism investigations, the FBI adopted a lot of rules that you have to follow. If the crime is though to have been domestic as opposed to a transnational group, constitutional issues come into play. But really, the issue of ‘terrorism’ only comes out in the charging. Right now, the focus is on proving the bombing, figuring out who was involved, looking at the story the forensic evidence tells us.”.....snip~

Well, the course material for the class was provided by DHS so I'm going to go with what they say. One guy asked when this information was released to the public, the answer was "after 9/11". It seems that was the tipping point for DHS training civilians to assist.

ISTANBUL - I've just arrived in Turkey with a small delegation of American journalists, and many of our hushed conversations have been about yesterday's terrorist attacks in Boston, where twin bombings left three dead and wounded more than 170 -- with more than a dozen people still in critical condition. As we've seen at home, Turkish television has been broadcasting now-familiar amateur video clips of the blasts on a virtual loop. Anchors ask the ubiquitous question: "Who did this?" More than 24 hours later, no group or individual has claimed responsibility for the bombings, and US authorities may be back at square one in unraveling the mystery.

The White House has confirmed President Obama's trip to Boston on Thursday. Per the administration's travel plans: "On Thursday morning, the President will travel to Boston to speak at an interfaith service dedicated to those who were gravely wounded or killed in Monday's bombing near the finish line of the Boston Marathon." .....snip~
