    it would be more fair to say Obama over-estimated the congress
    sequestration was put forth as a proposal that would be so abhorrent the congress would never allow it to occur
    but they did
    and now medicare is faced with a shortfall of funds to provide the care our citizens require
    so, congress did not pass a budget and you lay the blame on Obama. weird
    we are negotiating about dividing a pizza and in the meantime israel is eating it
    once you're over the hill you begin to pick up speed

    Have you seen the Obama "budgets"? Be glad that congress did not pass any of them.

That is indeed where they start (note that Obama has yet to produce his 2014 "budget" due on Feb 2, 2013), yet the next stop is Harry Reid's dead zone, the US Senate, where they morph into "continuing resolutions" to keep the 20% ("one time", crisis, emergency, TARP + ARRA) federal spending level increase from 2008/9 intact (as a "baseline") and add the "appropriate" spending increases. BTW, we still have 98.6% of those "unfair" Bush tax rates in place.

    yep, the sequestration cuts appear to be responsible for this shortfall
    only because the GOP dominated house of representatives failed to effect an appropriations
    we are negotiating about dividing a pizza and in the meantime israel is eating it

    the salient point is that you acknowledged that the house of representatives, that one with the republican majority, has not effected appropriations needs by our government agencies to operate
    we are negotiating about dividing a pizza and in the meantime israel is eating it
    once you're over the hill you begin to pick up speed
